Owdyn's Category Rules page in Settings currently only has an "Add Rule" button at the bottom of the page. This works fine when a user has just a handful of rules, but becomes inconvenient as the rule list grows. A user has to scroll all the way down past every existing rule just to add a new one.

Add a second "Add Rule" button at the top of the Category Rules section, alongside the existing one at the bottom. This would let users with long rule lists add a new rule immediately, without needing to scroll through the entire list first, while still keeping the bottom button for those who prefer to add a rule right after reviewing the full list
